Reporting to the Policy Director, the Policy Development Specialist will work with other members of the Policy Office, the Legal Department, and the broader VCH community to support policy development, implementation, communication, and education.

As a Policy Development Specialist with Vancouver Coastal Health you will: 
  • Perform the following responsibilities:
    • prepares environmental scans and literature reviews;
    • conducts legal research and prepares legal memos;
    • drafts and amends policies;
    • reviews and edits policy documents drafted by other departments;
    • reviews current policies against regulatory requirements to ensure consistency and identify gaps;
    • monitors developments in law and public policy to identiy policy needs and gaps;
    • supports the development of practice resources that implement VCH policies;
    • supports inter-departmental policy development working groups as the drafting expert;
    • collaborates with VCH leads to reflect user input on policy and develops various tools to support consultation on policies;
    • works with others in the Policy Office to:
      • ensure there are appropriate processes for policy implementation;
      • support education among VCH staff on policies;
      • help VCH staff to understand the policy development process;
      • develop resources to support staff to draft policy;
      • provide advice to other departments on policy requirements;
      • review existing policies proactively on an ongoing basis to ensure compliance and relevance;
      • address issues emerging from audits
  • Develops strong working relationships with people and teams throughout VCH;
  • Maintains professional growth and development through seminars, workshops, and professional affiliations to keep up-to-date with industry trends, new/revised legislation and developing case law.
  • Performs other job related duties.

 QUALIFICATIONS:
 
Education & Experience
  • Law Degree from a recognized university.
  • 2 + years of recent experience in a role that involved legal research and drafting legal documents including policies and procedures.
  • Health care experience is an asset.
Knowledge & Abilities
  • Exceptional writing, including the ability to explain complex legal concepts in plain language.
  • Strong legal research and legal analysis skills.
  • Demonstrated ability to conduct rapid policy reviews, memos, and other communication materials.
  • Ability to develop and bring forward solutions and communicate effectively (both verbally and in writing) with a wide variety of audiences.
  • Familiarity with and/or ability to understand complex healthcare systems.
  • Ability to foster and maintain positive relationships with various teams, sectors, and communities.
  • Exemplary interpersonal, communication and problem-solving skills.
  • Strong ability to multitask effectively and prioritize tasks to meet deadlines.
  • Models personal integrity and accountability, and is a committed team player.
  • Passion for equity and inclusion in healthcare
  • Experience in the following areas of law: corporate, contracts, intellectual property, privacy and information
